Receivers of Land Revenues 1554-1832

A provisional list compiled by J C Sainty, February 2004

Introduction

On the annexation of the court of augmentations to the exchequer in 1554 the twelve receiverships of land revenues of the counties of England and Wales in the employment of the former were incorporated in the latter (Augmentations, pp. 249-58). For ease of reference these receiverships and their groupings are numbered as follows:

  1. Bedford, Berkshire, Buckingham & Oxford
  2. Cambridge, Huntingdon, Norfolk & Suffolk
  3. Chester, Derby, Leicester & Nottingham
  4. Cornwall, Devon, Dorset & Somerset
  5. Cumberland, Durham, Lancashire, Northumberland & Westmorland
  6. Essex, Hertford, London & Middlesex
  7. Gloucester, Hamphsire & Wiltshire
  8. Hereford, Leicester, Northampton, Rutland, Shropshire, Stafford, Warwick & Worcester
  9. Kent, Surrey & Sussex
  10. York
  11. North Wales
  12. South Wales

During the course of 1559 the number of receiverships was increased to eighteen as a result of the division of the first grouping into two receiverships covering (1) Bedford & Buckingham and (2) Berkshire & Oxford; the third into three covering (1) Chester, (2) Lincoln and (3) Derby & Nottingham; and the eighth into four covering (1) Hereford & Stafford, (2) Leicester & Warwick, (3) Northampton & Rutland and (4) Shropshire & Worcester.

During the course of 1561 the number of receiverships was increased to twenty as a result of the division of the second grouping into two receiverships covering (1) Cambridge & Suffolk and (2) Huntingdon & Norfolk; and the fourth into two covering (1) Cornwall & Devon and (2) Dorset & Somerset.

In 1572 the number was increased to twenty one when the fifth receivership was divided into two covering (1) Cumberland, Lancashire & Westmorland and (2) Durham & Northumberland.

In 1574 there was a reduction to twenty when the receiverships of Hereford & Stafford and Shropshire & Worcester were combined.

At an uncertain date before 1594 there was a reduction to nineteen when the receivership of Chester was attached to that of North Wales.

Following this reduction the nineteen receiverships were as follow:

This remained the general arrangement until the latter part of the seventeenth century after which there were frequent alterations and combinations which are noted in the introductory notes to the following lists.

Details of the receivers who served during the Interregnum are not included in the county lists. However, certain appointments made by Protector Oliver are noted in an appendix.

Until the Restoration in 1660 appointments were made by the crown by letters patent under the great seal. Unless otherwise indicated these were for life. While in some cases this practice was followed into the eighteenth century appointments were increasingly made by other means, for example by letters patent under the seal of the exchequer, by the treasury, the chancellor of the exchequer. Details are given in the lists.

The receiverships ceased to exist on the passage of the Crown Lands Act 1832 (1 & 2 Will. IV, c. 1).
